Background

In 1984, Mr Robert Elz of Melbourne University held the authority to administer the .au namespace under international delegation from the Internet Assigned Numbers Authority (IANA) operating under a hierarchy headed by the United States Department of Commerce. This arrangement reflects the historical development of the internet as a tool for use by academics and those with IT expertise. In 1990, Mr Elz sub-delegated his authority to manage second level domains (such as .edu.au) to other individuals and entities. The Name Administrator for the .edu.au domain space was Mr Geoff Huston until February 2001.

In 1999 the internet industry established .au Domain Administration Limited (auDA) as an industry self-regulatory body to manage the .au domain space and December 2000, auDA was formally endorsed by the Australian Government as the appropriate authority for administration of the .au domain space.  In 2001 the Internet Corporation for Assigned Names & Numbers (ICANN), having taken over management of IANA, formally transferred the delegated authority to administer the .au domain from Mr Elz to auDA.

In July 2001, MCEETYA decided that policy responsiblity for the .edu.au domain name space should reside with AICTEC. Through sub-delegation from auDA, AICTEC has overarching .edu.au policy responsiblity. In November 2001, AICTEC delegated its responsibility to its .edu Domain Administration Committee (eDAC). eDAC has broad cross-sectoral education and training sector representation.
